B.Summary of EvidenceThe United States, Britain, and mainland China had agreed that Korea would be allowed to become independent afte r the Allied victory, at the Cairo Conference of December 1943. The Soviet Union agreed to this rationale in its declaration of war against Japan. On August 15, 1945, President set upon S Truman and Marshall Stalin agreed to divide Korean spheres of influence at the thirty-eighth parallel. Their foreign ministers met in Moscow on December 7, 1945 in order to create a 5 year trusteeship during which a joint United States-Soviet government would create a provisional Korean democratic government.
